Statement
The program of all built structures in the city is designed for one-time use. As soon as habits, processes, concepts, principles or services change, the structure must be abandoned and built in a new, adapted form, because each structure is designed for a very specific program.
The changing conditions for city residents demand great adaptability. Therefore spontaneity is a fundamental characteristic of the inhabitants. Urban development builds on the spontaneous decisions of its inhabitants to implement the new programs. There is no urban planning, but the state provides know-how, materials and manpower.
The process of consumption and recreation leads to a constant movement of the city. This movement is linear. Buildings or programs that have an extremely durable program or even symbolic value are left behind the actual city by their permanence, but always remain part of it and are connected to it.
